    On Wednesday, November 1, 2023, Stephen A. Zappala, Jr., District Attorney of Allegheny County, hosted a public safety briefing focused on how law enforcement technology is transforming modern policing across the county.

    The briefing brought together representatives from PlateSmart Technologies and local police departments to discuss how law enforcement technology, including advanced camera systems and Automatic License Plate Recognition (ALPR), is being deployed to improve investigations, reduce response times, and enhance collaboration across jurisdictions.

    District Attorney Zappala outlined how the public safety landscape in Allegheny County has evolved. He described the county’s approach to serious crime response as one that moves beyond traditional individual jurisdiction responses toward a coordinated, countywide model. Zappala emphasized that this approach ensures multiple agencies can work together more effectively during investigations and active incidents.

    During the briefing, he explained that this strategy has expanded to include partnerships with surrounding counties, forming a multi-county coordinated law enforcement ecosystem. This broader alignment, he noted, enables officers to share visibility and resources across boundaries — a critical shift from earlier, more isolated methods of responding to serious crimes.

    As he stated during the briefing, “It is not one agency responding anymore. If you’re in the system, everybody is in the system.”

    Equally important, Chigos emphasized that PlateSmart’s approach to law enforcement technology is collaborative by design. Feedback from chiefs and officers across the county directly informs how the technology evolves, ensuring it remains aligned with real-world policing needs.

    Inside the Deployment: Scale, Collaboration, and Impact

    Frank Zadroga, Head of Operations at PlateSmart, spoke from an operational perspective, sharing concrete details about the scope of the deployment and its day-to-day impact.

    Today, PlateSmart’s system processes approximately 235,000 license plates per day in Allegheny County, a number that continues to grow. The county currently operates more than 185 camera locations, with additional sites planned to further strengthen coverage.

    Zadroga highlighted the exceptional level of cooperation among local police chiefs and agencies, describing it as “second to none.” That collaboration, he noted, is what allows law enforcement technology to function as a true force multiplier rather than just another tool.

    Speaking personally, he also underscored the human dimension of the work. As a father and community member, partnering with Allegheny County to help keep residents safe carries a significance that goes beyond technology alone.

    Real-World Outcomes: From Stolen Vehicles to Violent Crime

    District Attorney Zappala shared real examples of how PlateSmart's law enforcement technology is already being used across the county.

    In one case, a stolen vehicle taken in Bethel Park was identified as it moved back through neighboring communities, allowing officers in Castle Shannon to be waiting for the suspects before they arrived.

    In another incident, a vehicle stolen in Robinson Township was tracked as it traveled miles across the county to a shopping center, where officers were again positioned in advance.

    Zappala also described how license plate recognition played a role in tracking a homicide suspect following the tragic murder of Chief Justin McIntyre. Investigators were able to follow the suspect’s movements across multiple municipalities, ultimately leading to an apprehension in Pittsburgh.

    Beyond solving crimes, the DA emphasized an equally important benefit: reducing dangerous vehicle pursuits. By using vehicle intelligence and coordinated positioning, agencies can intercept suspects without escalating situations that put officers and civilians at risk.
